Žarko Radulović

Co-Owner, Montenegro Stars Hotels Group

Žarko Radulović was born in Kotor. After a 20-year career aboard ocean-going vessels, he transitioned to tourism in 1991, taking up the role of Director at Montenegro Express tourist agency. In 1998, he founded his own agency, Meridian and Globe marine, focused on seafarer recruitment.

In 2003, in partnership with a foreign investor, he established the Montenegro Stars Hotels Group, which operates the Blue Star, Montenegro, and the five-star luxury resort Splendid — the first of its kind in Montenegro.

A total of €109 million was invested in Splendid, establishing a record for the largest foreign investment of that period — exceeding even the state-financed Sozina tunnel project. Though backed by a majority foreign capital, the company has evolved into a Montenegrin brand and the leading private employer in the hospitality sector.

Montenegro Stars is also the first local company to export hotel management expertise: since 2023, it has been contracted to manage hotels in Kolašin and Plav.

Radulović has received numerous accolades, including the titles of Manager of the Year and Manager of the Decade, as well as a Lifetime Achievement Award in tourism.

He is actively engaged in economic development as President of the Montenegro Tourism Association (CTU), a founding member of the Montenegrin Foreign Investors’ Council (MFIC), and a member of both the Council of the Montenegrin Managers’ Association and the Board of Directors of the Chamber of Commerce.

He is the father of four and — for now — the grandfather of five.
