Tornike Zirakishvili

General Manager, Eagle Hills Georgia

Tornike Zirakishvili serves as General Manager of Eagle Hills Georgia. He is focused on the execution of two landmark masterplan projects: Tbilisi Waterfront and Gonio Yachts & Marina, representing a combined investment of approximately $6 billion, developed in a joint venture with the Georgian state.

Previously, Tornike served as Deputy CEO of Enterprise Georgia, the country’s national economic development agency, where he worked on attracting large-scale FDI projects and supported export development initiatives.

He has over a decade of experience in economic development, covering business support, export promotion, sector development, and investment-related work – primarily in hospitality, mixed-use real estate, BPO/IT, energy, and manufacturing.

Over the course of his career, Tornike has led teams responsible for developing key national and institutional strategies, including Georgia’s FDI Strategies for 2020-2023 and 2024-2027, the Export Promotion Strategy 2025-2030, and Tourism Strategy 2025. He has also worked extensively with multilateral institutions including EBRD, the World Bank, and IFC.

Before joining Enterprise Georgia, he served as First Deputy Head of the Georgian National Tourism Administration and Head of the Convention and Exhibition Bureau of Georgia. Earlier in his career, he held diplomatic roles at the Ministry of Foreign Affairs of Georgia.

Tornike holds a Bachelor’s degree in Business Administration and Management from the University of West Georgia (USA) and a Master’s degree in Business Administration from Alte University (Tbilisi). He has served as an affiliated and invited lecturer at Ilia State University and Alte University, and holds executive certificates from Harvard, Berkeley, and MIT.
